Kazakhstan may restrict the work of foreign instant messengers WhatsApp, Facebook and Telegram, Standard.kz reports with reference to KazTAG.
“In the regulation on the Ministry of Information and Social Development of the Republic of Kazakhstan (...): in paragraph 14: subparagraph 1) add paragraphs nine, ten and eleven as follows: “in order to verify information about the number of users of an online platform or instant messaging service, ask online platform or instant messaging service information about the number of users per day; if the online platform or instant messaging service does not install a program to determine the number of users of an information resource on the Internet, determine the number of users using its own resources; restrict the activities of a foreign online platform or instant messaging service on the territory of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan,” the draft government decree says.
Subparagraph 2) of the same provision is intended to be supplemented with paragraph nine of the following content: “to analyze and monitor the activities of non-profit organizations in order to identify the risks of financing terrorism with the provision of such information to the authorized body in the field of combating the legalization (laundering) of proceeds from crime, the financing of terrorism” .
“Specific goals and deadlines for the expected results: bringing them into line with the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Protection of the Rights of the Child, Education, Information and Informatization,” the explanatory note to the document says.
