Digital literacy is a modern requirement

Today, e-commerce has become one of the most important sectors of the national economy. Digitization and the global coronavirus pandemic have significantly contributed to its rapid development as an industry. According to research, the volume of online shopping has increased several times over the past two years due to quarantine measures and the increase in digital literacy of citizens.

For example, the share of e-commerce in the total amount of retail trade in the world increased from 18% in 2020 to 19.6% in 2021. In 2019, this figure was 13.6%. The share of online trade in the total volume of retail trade in Kazakhstan increased from 3.8% in 2019 to 9.7% in 2020.

In addition, the representative of the department spoke about current issues in the industry. According to the expert, today there are various ways of Internet fraud. For example, it includes issues such as prepayment before delivery of goods and services.

"In order to effectively protect the rights of consumers in e-commerce, it is planned to introduce a mechanism of voluntary registration of sellers on state portals and social networks. The seller displays his identification number on the social network page. In turn, the buyer will be able to check the information about the seller on a certain state portal ", - said Ruslan Urazaliev, Deputy Director of the Digitization Department of the Ministry of Trade and Integration of the Republic of Kazakhstan.

According to the expert, the implementation of these measures will increase consumer confidence in e-commerce and reduce fraud in the segment of e-commerce. However, in addition to the measures taken by the government, citizens need to improve their digital literacy so as not to be deceived by Internet fraudsters. The rise of e-commerce during the pandemic has led to an increase in Internet fraud. Therefore, digital literacy of the population is an urgent issue. However, if we pay attention to the level of digital literacy of the population of the Republic of Kazakhstan aged 6-74, shown in the table below, we can see that citizens are to some extent literate. According to statistics, over the past four years, the level of digital literacy of the population has increased by about 10-12%.
